I think because she is stressed a new dress is needed. That feeling when you put something pretty on, is priceless.
 
It is the right thing, just not the right time. Imho, she should have done it from the podium with a gold medal on her neck. Otherwise now she could be seen as weak from some perspectives.

I am bilingual. I can read Russian. We have seen a lot of dirt thrown at her before. About her techniques, edges, theatrical gimmicks, "too much widely open mouth", etc etc. We have seen it all. Usual hate, nothing really new. Fandom -vs- fandom. Journalists are just reporting quotes by opinion-makers. And so far all big names of Rus FS are very supporting. Just one long-time FS publicist made a bit honest comments he really should have keep to himself for at least the year. I call his words brutal honesty, not throwing dirt.

I think the time is right because she placed off the podium for the first time in seniors and missed the GPF after saying that this was her goal. If the press has been bad up to this point, it WOULD be 10x worse now. The poor girl suffered through much already and doesn't need any more when she's going through a difficult point in her career.

Yeah, I would love to see Lisa McKinnon's designs on her. They sort of remind me of Olga's and in my opinion, would look more suited to Zhenya. Maybe they were on a time crunch, and while Ladu Design isn't bad, I don't think from what we've seen that they suit Zhenya as much as they did to Jason.
 
I, personally, think her dresses are fine, they don't really go with themes of her programmes, but they are not that bad to me either. I know that I am probably the only person in the world but I didn't really like her SP dress from last year. It looked a bit too heavy to my, and colours didn't blend together really well.

I didn’t like the straps on top. Wasn’t her program about death though? The somber color(s) were fitting. I think the reason it looked heavy was both the color and the cut of the skirt, it didn’t flow well

I would personally love to see dresses that do this season’s programs justice but I don’t think there’s time before nationals, this is just wishful speculation. Her FS dress is fine but I don’t think it looks very good in motion.

Yes, I completely forgot it was about clinical death and something like that. I agree that there's no time for new dresses before nationals, at this point I wouldn't really care if she skates in a potato sack. But if all goes well and she goes to the EC and WC, maybe then they'll think of something new. Such a big if...

If this is true, I am wondering where the money comes from? Do RusFed relies on private sponsors? I would appreciate it if someone could shred some light on the topic. At least they cut the naysayers who accused her of wasting government taxes...

But of course there are state subsidies, too.

Subsidies of Rostelecom for 2015 amounted to 150 million rubles (~ 2.5 million dollars)

About the dress, well, it is very obvious that the design doesn't match with the music and the theme, it's not a minor issue, everything influences a performance that must be evaluated by judges.


I really like Eunsoo Lim's dress, a design like that would look great in Zhenya, obviously with another color gradient
 
RusFed is under Ministry of Sport, so any additional government money goes through Ministry to the federation. And Kogan has already spoken that feds don't finance anyone outside now:

It is unknown. Once again, this statement of Minister contains zero information. Additional scholarships are paid by RusFed, not the ministry.
RusFed is a non-governmental organization. Asking the minister about Zhenya initially was pointless.

I don't know where money coming from, but many Russian athletes train outside of Russia (swimmers and skiers especially). They are indeed not funded by Ministry of Sport or their Nat Feds, but there are other sources of financing for them. It is all different in every case. For Zhenya in particular money might be even comes from either Moscow municipal government or Sambo-70 sport school. She still is technically representing Sambo-70 club. And this school is not funded by Ministry of Sport. They have their own sponsors, it is a very powerful (at least they are picking up momentum) and influential school. Not as powerful as CSKA, btw CSKA mostly have their own financials and infrastructure, but they are receiving additional funding from Rus FS fed per skater on the team. From what I heard, Sambo-70's sponsors are mostly presidential administration and ex-athletes turned into businessmen. Mostly by those who used to be martial-arts, sambo or judo ex-athletes.

Sambo-70 doesn't have this money. Either the federation or sponsors pay and organise it. I don't enter the backstage. Most importantly, Medvedeva promised she would certainly compete for Sambo-70, Moscow and the national team of Russia.

1) The minister has nothing to do with this situation, it's just journalistic nonsense.

2) Kogan, in fact, quietly declined to answer:

Jornalist: - I know that in the American swimming coaches are willing to invite strong foreigners, but they do it primarily for sparring. But if someone from the national team leaders turns to you with a request to allow him to train outside of Russia, will the FFKKR pay for such a project?

Kogan: - Let's talk about it if this happens. Now I want to say something else: all our coaches are able to train skaters to the highest level. Everything else is a feature of the situation. And if some athlete prefers to be in a weaker group and be there a star - this's his right, but it is unlikely that this will significant result.

This has already happened - Zhenya in Canada. So, Kogan puts her situation beyond the brackets (Russian idiom, I hope you have it too). He decided to interpret the journalist's question as follows: “What will happen when it becomes a systematic phenomenon?” and replies “When it becomes, then we will talk about it. And in fact it will not - all our coaches are able... ”
