The program isn't clean yet and he's still trying to master the technical elements, i.e. quad. He mentioned in the Lombardia video about having to "fight through" the SP, so until the jumps were done he really couldn't do much -- the second part after the 3A actually is pretty cohesive and people who don't hate it outright or want to like it seem to like that part. It's just that the first part is still a work in progress -- there's a lot packed in.
There does to be some strategy with how they're integrating the quad. Seems like they took out the quad after the sub-par SP (he was fighting through) and the errors in the FS practice. I appears that they customize the situation to the current competition, and Jason's state. At Nationals, when he was really struggling with the 3A and missed the 3A in the SP, they were contemplating doing just one 3A in the FS, but then all of a sudden he was hitting them in the warm-up so they went back to the two 3A layout.
OT but this interview with Jeffery Seller, who was the producer of Rent (!) AVENUE Q (!!), In the Heights (!!!), and Hamilton (!!!!), is great and is a good behind-the-scenes look at developing a blockbuster musical. There is references to "workshopping" and "Off Broadway," so some good insights on how Jason sees his program at the moment. I didn't realize that Rent was an off-broadway musical before it ended up on Broadway. Also the original purpose of Hamilton is interesting to hear too -- you should listen, so i won't give away that fact.

ETA: Man Jason sure adores Karen Chen! He just posted a photo of the two of them that was pretty cute. Jason certainly has his good friends in the U.S. Ladies, but he seriously posts a TON of photos with Karen (not to mention the desert island thing).
