This isn't a very complete answer to your question, but I believe that Julia skated and placed at Russian nationals but was unable to represent Russia because of ISU rules. I know she was skating for another country for awhile, Belorus? And the international federation, as well as national federations have rules on what a skater needs to do to represent a country or to change and represent another country. As I understood it, she had to wait out a period of non-competing. Or maybe the paperwork hadn't been finished. But she is certainly going to be in the ladies mix for the next Russian nationals and the next Worlds.
