So Mao doesn't have to do regionals but she would have to do Japan Open to not do sectionals.

I don't think it will be bad for Mao to do Japan open. Not only is it held in Japan, where she will receive great support, but it is also a chance for her to skate against some skilled skaters without her placement having any real effect on her in the season.
They need some kind of rule for comeback skaters, I don't think they would move back Nationals just for Mao because she is only one skater and not their only star. Maybe even if you reach a score minimum internationally you can receive a bye or something.
