The USFSA's reasons for not adopting the COP for this years nats was discussed a very long time ago around here. IIRC, the "company line" was the cost and time required to implement computers, train callers, judges, etc. - just not enough time / resources to get it done this year. Of course I think many of us are skeptical of the USFSA's "company lines" and what else might be going on behind the scenes.
At the end of the day, by NOT adopting the CoP for US Nats, I don't think they did any of our American skaters a favor. Especially those who for whatever reasons were not skating the GP series in full. While I'm sure the top skaters like Sasha and Michelle have the rule book out and are getting input from experts, there is nothing like a real competition to show you where you stand. Of course Sasha did well under CoP last year, but this year with new programs, who knows.
And then of course we have the suspicion that PCS scores are sort of being "carried over" from other competitions. Not that I think someone like Michelle will end up with really low scores just because she has no history under CoP, and not that I think scores SHOULD be held over, they absolutely should not. But it will be interesting to see how the PCS scores show up for any skaters who have not competed under CoP this year.
