I think that you are jumping to an unwarranted conclusion.
For the Grand Prix series, NBC broadcast coverage every year is only highlights, except for its extensive coverage of Skate America. I hope that the full GP television/streaming schedule will be coming before too long, but with France as the first in the GP series this season, NBC will have less broadcast coverage to promote until Skate America in November. (And I don't think NBC ever has shouted from the rooftops about Peacock coverage.)

In 2017, when Skate America also was not until November, NBC and USFS did not announce the television schedule until Oct 16 -- which was only a few days before the season's first GP (in Russia) started on Oct 20.
