Honey, I'm glad people are not governed by you since these decisions are not to be taken lightly. Unless you think the police and all security agencies in France are having fun right now and they had nothing better to do than troll with skaters.
We don't know what will happen next season. What we know is what happened last night and today was about better safe than sorry, not to mention that 3 mourning days are declared.
ALL PUBLIC MANIFESTATIONS ARE CANCELLED. BIG OR SMALL. FS, FOOTBALL etc. It's not rocket science to understand.

Is it really that big of a deal if some of the skaters missed the Grand Prix Final? Just taking Asada and Ten for example...Asada did not qualify for the final in 2009 but she still went on to a silver medal at the Olympics. She also missed two other Finals (one did not qualify, and another withdrawn because of her mom's illness) but she continued on to have great results on her other competitions. How many Grand Prix Finals did Ten miss? And yet he was able to get bronze medals at the Olympics and Worlds (and one silver). Gracie decided to withdraw from the Final last year to allow an injury to properly heal so that she is healthier at Worlds. I'm sure these are not the only examples. Whatever the ISU decides will never fully compensate the affected skaters.

The Grand Prix has led to more skaters being injured, just by law of averages and increased ice time. I hope Gracie wants to go to the finals this year.

Plus as a poster before me noticed, the most significant targets were a stadium and a concert hall. TEB is in line with these sort of venues. Altogether more than enough to ring alarm bells in the ears of authorities.

I'm not sure what you're trying to say in the later part of your post, but I'll try to address it:

If the next year TEB is on the heels of a massive terrorist attack, than indeed there wiil be more possibility TEB itself would be attacked. Otherwise your comparison doesn't make any sense.

It's the French authorities that are trying to protect the people, not ISU. Since it's their job description and everything.

Oops, I'm sorry, I misread you first question. I thought you were asking if the ISU has decided to count TEB towards GPF instead of how to. Sorry again, I don't have an answer.

One of the earlier articles mentioned that there will be a formal ISU meeting on Monday or Tuesday where this will be discussed and determined. I think the officials at TEB had suggestions of how to resolve it. I'm pretty sure that many federations will have proposals they want the ISU to consider.

But for those who have not read the IN article, the officials at TEB who were mentioned were not having a formal meeting or anything like that. The article was alluding only to a casual discussion among a few officials who happened to be hanging out in front of the hotel. (Or at least that is how the article came across to me.)

So as you say, it's entirely possible that many other suggestions are being submitted to the ISU.

I hope you don't think I was criticizing your post or anything. You are right, I was just saying that there was an earlier article where they mentioned that a formal meeting will take place with the final decision being made in all likelihood. Just trying to give more info because as of right now even though some officials have voiced ideas of how to resolve it, nothing is set in stone yet. It seems that there are new posters in this thread who were not following from the beginning and wanted the latest news without having to go through all the posts (I don't blame them).
