Mathman -- I think that you are right about it being the USFSA, not the ISU. I know that Yagudin had no trouble with the Russian Federation when he wanted to maintain his Oly eligibility (and he actually tried to compete in SA in the '02/'03 season) after signing with SOI. I don't think it is just the fee, though. I think that it is impossible to do SOI and compete during the same season -- and many of the Oly eligible skaters still need to compete.

I believe one can stay eligible and skate for SOI if they are not American.
I also believe that Ilia expected a career in American films. That didn't happen in spite of his excellent part in Centre Stage. I think his work on that film and learning from dancers improved his personal skating. He is an excellent Pro performer. I wasn't a fan when he was eligible. I don't think he is that active in skating, and skates only when he wants to. I see more of his wife than him.
I never read about either of them ever performing in Russia. they are a low key couple and not like Yags at all.
