He is not maximizing points with this layout if he does 3Lo instead of 3Lz. It's not realistic to expect him to jump 4Lo in the second half of the program at this point. This layout also changes the layout quite significantly. I don't think he will use this layout at WC. So if he does include the 4Lo, perhaps he would do the following:

This layout makes the minimum change to the program. But since this layout is not maximizing points, perhaps he will not go for this layout at the WC, maybe at TCC. I see TCC as a good competition to try out new elements. (I see some value in TCC now.)
But he can easily maximize points with this... if he does 3A-3T instead of 3A-2T. (So: 4Lo, 4S, 3F, 4T3T*, 3A3T*, 3A1/2Lo3S*, 3Lo*, 3Lz*)
The magic CoP milkery pretty much tells you it's best to look at those 8 jumping passes... and throw in everything, every single at-least-triple that you've got. With 3 quads and 6 triples, Yuzuru has 9 "different" jumps and can at max do 11 triples+quads. And that's how he gets maximum points.
Current jump BV: 79.89
Jump BV with 4Lo/3 quads/2x3Lutz: 82.58
Jump BV with 4Lo/3 quads/3A3T: 84.93
So with 2 3Lz's he gets +2.69; with the upgraded 3A3T +5.04. Zayak risk is there, but not that big: popped the 4Lo or 4T to a triple? Go back to 3A2T. And given how good his 3A3T is, while it's of course more demanding than a 3A2T, it's probably still more of a "comfortable" change for him (and I'd trust that layout more than a 2nd 3Lz

).
Want to see something stupid and why I really don't think he'll go for 4 quads this season? Adding a 4th quad means he has to take out 2 triples of the maximum number he could do. If he basically goes with 4Lo, 4S, 4T, 4T3T*, 3A2T*, 3A1/2Lo3S*, 3F*, 3Lz* he gets a jump BV of 86.85. Compared to the maxed out 3 quad LP that gives him... a whopping +1.92 in BV. It's not really worth the way higher risk.
As a side note, regarding that taking out 3F or 3Lo thing... it's not just a Zayak issue. Yes, Yuzu cares for points, but there are some other things he really wants to achieve aside from high scores. One of that is being "a complete skater", and I'd say a complete skater needs a complete set of jumps. I just can't see him kicking out the 3F and therefor one type of jump completely. Even if it was easier for him to take out the 3F, Yuzu doesn't do easy anyway
