Sorry for unrelated question but how the new -5 to +5 GOE is working? Is it multiplied by a factor? I'm asking because I see many 5s and 4s, regardless of being right or wrong, for Anna Shcherbakova's 3F from all judges but then the actual GOE is 2.2.

You have to look at the current scale of values for a 3F:
A wighted +4 is effectively worth +2.12 points and a +5 equals +2.65 points. So an overall GOE of 2.20 means, she received many +4s and probably one or two +5s.
As far as I can tell from yesterday's men's short, the GOE scoring is pretty much the same as it was before. In worst case there is a range of 4 GOE steps per element, but in average not more than 2-3 steps difference per judge.
Example: Gogolev's 3A received five times +2, two times +1 and a +3 and 0 once (but the two extremes were cancelled, so it looks totally fine to me).
