The skating federations have to send their national results to the ISU each year, and the top 5 is published by the ISU (usually in july, in a pdf file named "national results")
But not all the federations send it (some years, no results from France ) and sometimes, this top 5 isn't really the national championship's result, but just a list of the current best skaters. And sometimes, all the categories are mixed.
For example, In 2010/2011, the ladies top 5 in Uzbekistan was :
1. Anastasia GIMAZETDINOVA
2. Shokhsanam TOKHIROVA
3. Sevara HALILOVA
4. Arina MOKRECOVA
5. Kamila ABDULAJANOVA
Gimazetdinova was 31 and a senior skater since a long time, but Tokhirova and Abdulajanova were 10!
The men top 5 was :
1. Misha GE
2. Daniil PERMINOV
3. Nikita KIM
4. Diler SODIKOV
5. Azis SABAZOV
Ge was 20, I don't know the next 3, and the 5th is probably Azizmurod Shabazov, which skated at JGP this season. in 2011 he was... 7 years old.
So probably a championship is held each year, but only in young categories, like in Kirghizstan (which publish some results on its webpage)
And I doubt that Misha Ge is really skating there, as he's training in several places according to his ISU bio, and like many only top-skaters in a country, there's no stake for him at nationals!
