In TSL's recent 'HotTakes' final recap of Worlds, Dave made an interesting observation about the ISU 'limiting pairs.' He says that the limitations were ultimately 'pushed through by Lakernik because the Russians couldn't get the throws.' (See link above for Dave's comment). I'm assuming that Dave means some top Russian pairs were not landing quad throws, while Duhamel/Radford were, and Sui/Han also completed some successfully, and later James/Cipres were attempting a spectacular quad throw, albeit with a two-footed landing.

However, Tarasova/Morosov at least were one of the few pairs teams (S/H and the Knierims among them) who could successfully compete a quad twist, despite having serious problems on their quad twist at 2016 Skate America.

If Dave's observations are on target, then Moskvina being against the quad elements for pairs kinda adds some texture to Dave's claim./ Although, of course, Moskvina may legitimately not like the risk-taking involved with training quads. But interstingly, her former team, Kavaguti/Smirnov, were one of the teams who competed successful throw quads not too long ago.
