The Tech Panel for Men judged at Cup of China this year both Ladies and Men (except for the referee)

The Tech Panel for Ladies is the one used at Skate America for Men and Ladies (except for the referee)

The Pairs panel operated at Grand Prix Final

The Ice Dance panel is the one used for Nebelhorn

How many former skaters do you spot in the judges list?

Martynov did some Senior Bs in the 90s

Olavarrieta and Kostin skated in Albertville 1992. Kostin was second at Junior Worlds that year.

Todd Sand won US Nationals various times in mid 90s. He also got World medals.

Pekka Leskinen did various Worlds in the 70s.

She and her partner participated in both national and international competitions at the senior level, including 1985 Skate America.

i think she they judge, called during the grand prix season.

I think the judges/callers want to see and improvement in the grand prix and kind of "wow" skating with no mistakes.

thrill us. skate to let us know u want to be olympic medalist/champion. Kinda of like yuzuru in the short @ skate canada.

forgive my ignorance but i thought all judges was former skaters & or coaches.

Moreover, both Martynov (Ukraine) and Kostin (Latvia) are US based. Martynov used to train Bradie Tennell.


What does the Assessment Commission do?

The OAC (Officials Assessment Commission) shall survey the Judges’ behavior during the competition, especially with respect to whether they score independently, without using previous results, or unauthorized documents (see ISU Communication No. 1540) and their respect of the ISU Code of Ethics (currently ISU Communication No. 1717 or any update of this Communication). Any critical observation in these regards must be submitted to the Referee immediately or at the earliest convenience, (e.g. during ice resurfacing), at latest upon conclusion of the competition.

During the assigned competitions, the OAC members shall be seated together and as close as possible to the same sight line as the Judging Panel or Technical Panel.

The OAC members shall work separately from all other Officials. They shall take notes in the area of the GOE’s and Program Components.

After each Segment of a competition when the OAC works on site, or as soon as possible after the conclusion of the respective ISU Event in case the OAC works off site, the assigned OAC members will receive the following evaluation materials:  On the printouts which the members of the OAC receive of the Grades of Execution (GOEs) of every element and the Program Component scores of all Judges without any reference to the Judges’ names, but including the factored GOEs and Program Component scores of the Referee. Despite abolishing the anonymity of Judges, the OAC should not consult any Judges scores’ sheets on which the Judges names are identified. The Judges will be named from S1 to S9 and the report shall not include the name of the Judges;  printouts highlighting the cases of evaluation based on the criteria outlined under H below;  Excel sheets indicating cases of evaluation;  DVDs of the competition.

2. The OAC members must review the evaluation materials, consult each other and prepare a joint report within 5 days of the conclusion of the last competition assigned to them if on site and within two weeks after receipt of the evaluation material when working off site from home.

3. The OAC members shall review only the GOE scores identified as cases of evaluation as described in paragraph H) below. For the Components the OAC must review the scores identified as cases of evaluation as described in paragraph H) below, but shall also evaluate and indicate as errors marks not highlighted by the computer if they consider the respective marks as unjustifiable.

4. The report of the OAC shall be based exclusively on the evaluation materials as per paragraph F. and its own observations. It may not take into account any other information and input of third parties.

The report of the OAC shall include:
a) The opinion of the OAC members on whether the scores in identified cases of evaluation as per paragraph H) are:
(i) correct or at least acceptable or
(ii) errors according to Total Deviation Points in GOE’s or Program Component scores, or
(iii) errors according to the Ranges of GOE’s or the Ranges of Program Component scores, not forming part of a case of evaluation already qualified as an error as per subparagraph (ii) above.
(iv) In case error/s related to Competitors of the same ISU Member of the concerned Judge each error may be evaluated as bias, by the Technical Committee, and will count as two errors.

b) Any critical observations regarding the Judges’ behavior (see paragraph D) 6) above).
c) The report may contain additional comments on other subjects, such as rule violations, misbehavior of the Referee etc.

I think before SPs, 9 out of the 13 listed will be drawn. Then before Free Skating, 4 out of 9 will be drawn to be replaced by the 4 judges who didn't judge the Short.

For Team Event, they use the same Tech Panels but different make up of judges' panels

There are 13 in each list, so are those the pools of judges that 9 will be drawn from?
And the exact composition of panels will not be known until the draw?

yes, it's the pool they draw the 9 judges. The draw will be done directly in Pyeongchang before the start of each segments. The 4 not selected for Short Programs will be put on the panel for Free Programs after another draw determing which judges will sit on both programs.

The ice dance panel seems pretty neutral :)

Slavka GRINCOVA was on the technical panel this year for Nebelhorn Trophy, Ondrej Nepela Trophy and Cup of China.
In fact she has been the Assistant Technical Specialist in a Virtue & Moir and Papadakis & Cizeron head to head at the 2013 TEB (both teams got low levels at that competition).

Tae-Hwa YANG was on the technical panel this year for Nebelhorn Trophy and Shanghai trophy.
