That could be part of it, but I don't think sexy is the only out of the box option for her. (and she will be 18 this year so maybe they will relax that) For instance, her 5th element exhibition is not overly sexy - or at least not in an age inappropriate way - but it still works for Anna as it lets her play a character and, well play with the performance more. I think that could be turned into a free skate very effectively that would not be too sexy.

....but i still want her to do a Doctor Who/Rose Tyler number

That's actually a nice idea. And of course she has more to offer than just the looks. A program which portrays her more as a person/character than her former ones would be preferable.

A lot of skaters could do better with a skate where they perform a character... Anna is certainly one prime example. Let her act I say, I think she would really be able to sink her teeth into it. Rose the character did have a journey and that could be shown in a skate.
