Yoshkar-Ola is the capital of this autonomous republic "Mari-El" on the Volga.
What autonomous means regarding to financing sports etc I don't know.

The Moscow skaters probably have more ice time, PE, dance and special conditioning lessons every week than many of the skaters from the regions in a month, hence their advantage.
