Has the Steven and Elena thing been confirmed anywhere? I mean this has been a rumor for a while but I haven't seen this info confirmed anywhere? Does anyone know any more about this?

If people are not married, but the father wants to be the father, then when the baby is born, still only the mother's name appears on the birth certificate; then, the father files the paperwork officially "recognizing" the child, and thus becomes the legal father. Most people don't bother with this, and it's basically impossible to prove who the child belongs to. The state is not going to pay for the DNA test, and it's too expensive for most people anyway (my friends have no idea what the court would do if actually presented with such evidence; they haven't heard of such a thing happening ever). Actually, the official child support doesn't work too well either (though this is getting better as the economy improves) - for most people there is the salary they officially receive (the one their employer pays a tax on), and the one that they actually get. Therefore, even if the court makes the father pay a portion of his income, it will be the portion of hisofficial income, not of what he is really earning. The flip side of all this is that, likewise, fathers have very little rights. Just as the society doesn't really condemn the absentee fathers, neither does it condemn the mothers who cut any contact between father and child. And, unless you are Plushenko with an army of lawyers and a name recognized the world over, there is very little that you as a father can do to get decent visitation if that's not what the mother wants (father getting any kind of custody unless the mother is clearly unfit is unheard of).That sounds weird to me, but in the system where I live, the guy can get nailed for child support whether there is a marriage or not. In Russia, is it a question of resources for their collection procedures, or, are the laws drafted to make men liable for child support only if there is a marriage?

2.2 pounds sounds dangerously small. I'm hoping that's an error.
