I doubt that the ability to land a 3A is a sign for superior quality of a generation. And just in 2008 a US-American man won Junior Worlds without a 3A.
There are loads of skaters who can land a 3A, and who never made it far. Just look at US senior Nationals. Bradley rarely makes it to big internationals - and he has got a big Triple Axel. Vaughn Chipeur of Canada has - and had a big Triple Axel for years, and only managed to make the World Team this year.
The juniors need to be able to combine their 3As with the other 6 or 7 clean jumps, otherwise it's not worth much.
