I'd even say if you look back at Ksenia Sinitsyna's previous seasons, she was even more inconsistent (especially in the free) in the past. Most of that comes from the lutz-loop combo she ditched.
As for Maiia it would be interesting to know how much skipping half of the summer training for injuries influenced the performances at JGP.
Some of her previous mistakes to me looked like nerves issues which made her rushing some take-off or going off-axis in the air (especially in the second half of her free), but she has always had a very good jumping technique just like Valieva and Usacheva, i'd say better than the new ones Petrosian, Akatieva or even Zhilina even though maybe not as efficient.

The best options for JW based on what they achieved in the season and Sinitsyna turning to seniors next season, to me should be: Valieva, Usacheva and Sinitsyna. But i can see RusFed just choosing based on Nationals results and going with Khromykh, it wouldn't be the first time.
