Because for Novice men short you must do a single or double axel. (IE his triple axel was his allotted double or triple jump). It's not until junior men that the axel type jump can be double or triple. Here's the required elements PDF

Btw Junior and Senior Men and Ladies also may land 3A and 2A in SP, Junior Ladies 3A only in combo, Junior Men and Seniors - 3A as solo jump or in combo, 2A in combo with triple if 3A is solo axel-type jump.
But it makes no sense - for Men and Senior Ladies 3A and ordinary triple gives higher score, Junior Ladies - none of them have stable enough 3A in combo with triple to perform it in SP (3A+2 gives less points than 3+3 while is much more risky).
