I was curious about this, so I looked it up, below are the GOEs that she got for her quads this season, excluding Nationals (since Nationals usually has some inflation). Now if the arguments are going to debate about edges on the lutz jump or pre-rotations that's going down a different road but based on the scores she got from judges she scored fairly well, some of the highest GOEs in competition. I think her fast rotation gives her a wow factor to her quads, but it also helps cover-up her technical issues, the pre-rotation I can't really notice it unless I see the jump in slow-motion.
Europeans:
4lz+3T = 3.61 GOE
4F (under-rotation) = .50 GOE
4LZ (downgrade) = -2.95 GOE
Grand Prix Final:
4lz+3T = 3.45 GOE
4F (Fall) = -5.50 GOE >>>> I noted this when the GPF happened, she did better scoring-wise with the 4F fall vs. the clean 2A that she replaced
4LZ (under-rotation) = -.39 GOE
Grand Prix China:
4lz+3T (edge call+ under-rotation) = -.92 GOE
4lz (edge call) = .66 GOE
Grand Prix America:
4lz+3T = 2.96 GOE

Well from the ISU handbook: Lutz is taken-off from backward outside edge; Technical Panel decides
on the take-off edge and indicates errors with signs “e” and “!”. In cases of serious errors (sign “e”) the base value of
the jump and the GOE are reduced, in cases of smaller errors (sign “!”) the original base value stays and the GOE is
reduced.
And for the GOE, 1 bullet met = +1, 2 bullets met = +2, and such.
1) very good height and very good length (of all jumps in a combo or sequence) (Anna has)
2) good take-off and landing (takeoff not so much)
3) effortless throughout (including rhythm in Jump combination) (debatable, but benefit of the doubt given)
4) steps before the jump, unexpected or creative entry (not in the quads, but otherwise yes)
5) very good body position from take-off to landing (the hunch on the takeoff, so no)
6) element matches the music (Anna has)
So for the quads, Anna has +3 GOE so far. But let's take a further look.
The wrong edge, the e sign, is a -3 to -4.
The unclear edge, the ! sign, is a -1 to -3.
Anna's flutz clearly has an inside edge when she picks in, so therefore it's a -3 at least. Of course this rule these days is pretty much ignored, and Anna is not the only one but the +4's she was getting on the 4Lze, disregarding the full blade, excessive prerotation, and hunched takeoff, was too high.
One may argue that Anna has great height in her jump and matches the music and has transitions out of it. Ok, so let's take a look at the next part of the rules:

descent of the lift, serious problems on the catch of the Twist, Step Sequences and Choreographic
