Levels are not based on inspiration. It's purely technical. Inspiration can count for GOEs maybe.

I'm no expert on the rules, but as far as I know the levels are decided on a purely technical merit like how many difficult steps it has. Interpretation and stuff are judged via PCS.

Good to know.

I still think Tuk deserves excellent interpretation scores, she's sells her programs so well!
