I guess there are no more Canadian pairs who meet the SB criteria. However L/E got two stages as I understand it, not meeting it.Also TBD (Canada) crossed out from Pairs grid. I guess it means Skate Canada won't use the third host pick and will be given to "foreign" couples.
L/E were first assigned the host spot at Skate Canada, for which the criteria don't have to be met (so that's also not the reason Canada is giving up its second host spot). Kate Wang.Usually it is like you say. They only considered those in the previous year's SB top 75. Current season's SB was used only by those already in the top 75 to get the minimum score needed in case they didn't achieve it in previous season.
This year it seems they changed the rule for Pairs, possibly because there are almost no pairs left in the replacement list. If you get the minimum score (132.65), you are added to the replacement list.

I don't know the exact number of days, but at a certain point, GPs are no longer obligated to invite subs when a skater w/d. Someone who knows the details could tell you here if Skate Canada is obligated or not at this point.Higuchi is not replaced yet in Skate Canada.
