The problem with figure skating is the high degree of Russophobia long before any war with Ukraine, so the first opportunity other countries had to ban Russians from skating they took it. There's a lot of envy and jealousy especially for their dominance in ladies. Rarely did anyone say anything positive about Russians.
Yes, top tennis players spoke against banning the Russian/Belarussian athletes which probably went a long way towards their sport's governing bodies decisions, that is something that figure skating did not get. Sure the pairs discipline is going to be a scarce field and the ladies discipline will regress 20 years in the technical output, but hey the discipline won't be dominated by 1 country.
