There could be a simple system of "unused spots" reallocated to the next best team not exceeding 3 entries per country. In 2022, Spain earned two spots in dance. Used only one. In that case, Lajoie-Lagha could have participatedI actually completely agree with you at the macro level, but will nevertheless continue to complain about Lajoie/Lagha not getting to go to worlds last season, and Lauriault/LeGac most likely missing out this season, lol.
But also, part of an antidote to the frustration could be an increase in significant competitions like 4CC, Euros etc. where perhaps nations could send their great skaters who will miss worlds. Thus we would have more high level competitions.
Georgia and Azerbaijan didn't use 3 (1+2) spots in women. Japan didn't use two spots in pairs. Etc
On the other hand, since these countries do not fill their spots, it gives an chance to the mid tier countries to earn them the following year.
Also, it pushes developing countries whenever they have a star and get 2 or 3 spots, to bring up more skaters eligible for worlds. Japan may have two pairs team this year. We will see
I am not sure if there is a solution with adding more events or more skaters at Euros and 4CC... I feel that the top skaters will want to attend Euros anyway because of its prestige... and we all saw what not going to 4CC can do to a top dance team.... So at this point, I am not sure what kind of solution could be implemented... There could be a top 12 scores no matter the countries year-end event. However, I can already see the discussions around it... and it would compete with worlds in some ways. The ISU cannot afford dilution of their product.
