There are a few sites like that. You should be able to find bios by searching the skater's name in Russian on google, and adding "фигурное катание" (figure skating) at the end if its a really unknown skater who might share a name with more notable people. They have bios for most skaters even the super obscure ones that havent made the grand prix stage but different sites will have different skaters - I dont think theres one central site that has everything.
