No, the age change was from 15 to 17 in two steps. There never was a "16-year-old rule", that was just the step in-between so skaters wouldn't lose their eligibility after having already turned Senior-eligible, and the USFS wanted to stop at this second step for only pairs women, which was resoundingly shut down by the ISU congress. ...

To be precise: There never was a vote on the USFS proposal at 2024 ISU Congress, so I would not say that it was "declined by the ISU Congress" or "resoundingly shut down." Sam Auxier of USFS withdrew Proposal 47 before there would have been a vote on it. (The desired effect of Proposal 47 would have been for pairs women, but it would have applied also to pairs men.)

Withdrawal of Proposal 47 came after the ISU's own Proposal 45 was passed with a large majority in favor. Proposal 45 increased maximum ages for juniors pairs (partners of both genders) and junior ice dance women, and limits the maximum age gap between partners to seven years. (Maximum age for junior ice dance men remains at 21.)
