I got a visa for China in 2017. I needed an itinerary with the hotels I was staying at and my flight itinerary. When I was in the visa office, someone was booking their flights there since they hadn't done it and couldn't apply until they had the flights. They did give me a 7 year visa since I had everything in order.I've always wondered about that. You typically need a specific reason to get a VISA so its not like you can just have one open for no reason? I know sometimes skaters still have them for other competitions they've attended so can just go.
Otherwise it would seem unfair to skip over someone on the replacement list or omit them if the reason they couldn't attend was a VISA. I know the rules used to be more flexible since you could pick anyone in the top 10, but now its the next in line.
That may not apply in this case, its possible Gogo gets assigned to Finland, more of just a general thought.

Gamez/Korovin were in that situation last season where they weren't able to get a visa for Japan in time for NHK Trophy. But they were able to pick up a spot at Cup of China after declining.
