Like many things involving a government bureacracy, if one is not pursuing an application with tools such as support from lawyers and one's government representative, it would seem unrealistic to believe anything could happen - regardless of 'exceptional talent.' - especially in the current environment (i.e., immigration). Likely a frustration, but I would surmise, a reality.
