Actually oil price is going down and countries like Venezuela and Russia are getting affected, so economies that relay on oil heavily will think twice before making a big investment (F1) and is normal that a country wants an F1 GP you have an sportment event that can atrack almost 50000 people or more over a race weekend.That country is undergoing an oil boom, so they want to be seen internationally (new Formula One event comes to mind).
On the other hand I will guess this new countries don´t got instalations and won´t sell lot´s of tickets.
