Why possible partial byes for Zhang? Doesn't she automatically get byes for her two GP assignments, as long as she actually competes?

Maybe. I really don't know about byes. I'm just assuming, she'll get a bye for Regionals. Correct me, please.

Nationals is going to be ridiculously competitive. There are at least 8 serious medal contenders and probably about 12 altogether.

And IMO Emily has much to think about if she plans on getting medals this coming season.

As of right now, Caroline Zhang does not qualify for a bye through Southwest Pacific Regionals in October (but that could change in the future).
