I would consider this flat? Maybe in the slightest bit inside or outside, not sure. Probably her best, or "truest" Lutz ever?

https://twitter.com/chiburahakkai/status/1080852191869526022 Because of the angle her leg makes with the ice, I agree with this tweet and would still call it inside, honestly.
I dislike this channel as we all do, but if you'll look here: https://youtu.be/Isx3sEcnL_I?t=30 at the angle that Alina's leg makes with the ice, I personally think this is about what should be considered flat, and Zhenya's is inside.
I just went digging through old videos of Zhenya and found her FS from 11-12 RusNats, back then her edge was a little more inside than this: https://youtu.be/DWriPD-MtCk?t=82
But I found something else cool: https://www.youtube.com/watch?v=5XQCQC4AkGo It's Zhenya at around 11-12 y.o., looks like she hadn't even learned 3lz (or 3lo), and she didn't do 2lz either. But interestingly enough she did 2a-2t-2lo here, when years later as world champion she did 2a-2t-2t. I wonder why.
Edit: Apparently Zhenya's past is filled with interesting combos. When she was 8 she did 1a-2lo and 2s-2lo. https://www.youtube.com/watch?v=CKo2i3OXzow
