Most people do not know that a quad is a jump with 4 rotations in the air. Or that it is difficult. ... People don't know what a quad is and don't care at all!! And judges know but they don't care either. Just some people care.
You're joking, right?

People who watch skating only every four years do understand what a triple jump is. They do understand that triples are quite difficult.
Any of those people with any common sense at all is capable of extrapolating to correctly understand what a quadruple jump is. And to understand that a quad is even more difficult than a triple.
Jason obviously is doing just fine (more than fine) competing without a quad -- for now.
But as noted above, it is not as if he were shunning the quad as he trains. Sooner or later, he will be competing with one or more quads too.
