Because she already has a 3Lz/3T as well as a solo Lutz and a solo fip. So she can't do another 3T.That would be amazing. But why 3F3L instead of 3F3T?
However, if she did change her flip combo to a 3F/3Lo, then she couldn't also do her solo loop. So she would have to drop that and go with another double Axel.
I agree with your main point. There are only a few points difference between all these different plans, so she should go with what she is most confident about landing. However, if she does both a 3Lz/3T and a 3F/3Lo, that is bound to make the judges sit up and take notice, which will positively affect her scores across the board (including PCSs).
After Monko and Tcakhenko in second Pajardi and Caruso won the bronze, but I'm kind of confused of what happened after that; I think I might have heard a score wrong...
