Yes, because US Nats has no Qualifying Round.

Do all the skaters move on to the LP?

Yes - unlike Canadians - the qualifying rounds are held before the Nationals competition - so barring injury everyone will have a complete showing in all divisions. That's why the small amount of skaters in each division.
