Martiusheva is done, she's like what 18+? yet still cannot land her jumps. Rogonov should go Nodari's route and get a new partner

You can't really say whether the 'Nodari route' worked. Julia Antipova is only 16 and no one can know whether she has finished with growing and puberty. It is possible that he swapped one girl who couldn't land her jumps for another who can't land her jumps. Choosing a partner in juniors did not work that well for Rockne Brubaker, did it!

there are some stable junior jumping pair ladies, her can always ask Gainetdinova who has a tiny partner Ivan Bich or ask Davankova to dump Deputat, he is a few inch taller than Deputat

No. Deputat is 180cm tall, Rogonov is 176cm tall.
And since Kamilla first came to Pavlova's group without partner, one can easily guess who was that "someone else" Rogonov tried out with. Probs it didn't work for them for some reason.

It seems she did land her jumps though I tuned in too late. Martiusheva is only 18 and her jumps are slowly improving. Yes, she only lands them maybe 50% of the time but it's a lot better than 0% two seasons ago. She can land the jumps but she needs confidence and the constant talk of a new partner keeps undermining it. (Pavlova may be to blame.)

Besides, there's already a fairly big age gap between M/R. A partnership with one of the junior pair ladies would look very strange, and he wouldn't necessarily get a consistent partner. I've said this before but there are no truly consistent pair ladies out there except for Volosozhar. It's silly to say a pair lady is "done" because she doesn't land her jumps consistently. Virtually ALL OF THEM would be done if we applied this principle.

I understand Pairs usually peak very late in their careers but
its not an excuse even Bazarova with her tiny jumps who is only 19 is more consistent than Martiusheva
who lands on her butt 50% of the time
