Visas are based on citizenship, not the country you represent. Malinin can travel on a US passport even while representing Uzbekistan (or Russia).Not a good idea. Remember how Misha Ge had so many issues with visas because of him representing it?

Thank you for posting this. USFSA never said they would take the top three from nationals - they set out their selection criteria and they used long histories of good skating to select the team.
some might argue that Malinin could have been sent with Chen and Brown...It was the most logical decision. You're not gonna send someone who skated a clean 6 quad competition only once and only managed to be 12 points above someone like Jason with mistakes. Jason who also has scored more than them internationally all the damn season and beyond. Jason who has the GOE and PCS nationally and internationally and the reputation. Jason who beats cleanish quad jumpers time and time and time again internationally. Jason who has never had a placement lower than 10th in his life. Jason who gets over 250 internationally even when he messes triples and spins. It's obvious why they chose Jason and it was the correct decision strategically.
