I rewatched it and it definetely looks like a pop. He had no reason to change his layout even if he repeated the triple toe. There was no "zayak risk" in repeating the 3A.
But anyway, pop or not pop, this is Yuzuru "I'm going to fall on that 4S until I'll land it" Hanyu, downgrading preemptively his program because of fatigue is pretty much out of question for him. Last year was an exception because of how badly injured he was all season long (and it was still a very hard programs, both FS and SP), but now that his health is back he's not going to make his program easier even if he's tired (with absolutely no consideration for my blood pressure)
Whether it's smart or not, I'm not gonna judge it. I would prefer for him to take out from his schedule some external engagement more than taking out difficult jumps
