He's actually speaking Chinese. (QQ is a Chinese social networking site, and these streams are coming from Chinese people who are receiving Fuji TV via satellite, and transferring it to their computer).

And yes, it's been like that all week. But, it's better than nothing.

Unless you are like Sai Bon, and can speak Japanese. Then it is annoying.
