If the two teams place max 13 together they should be able to send a 3rd team to nebelhorn next year to battle for a 3rd chinese spot

If I understand the quota rules than yes, they can't. You can raise it from one to two (via the autumn qualification at Nebelhorn), but not from two to three.

How can be your first competition at Worlds? How they qualified? Via video sended to ISU?

For the worlds yes, but the qualification for the olympics works different now.
