I think this skate still isn't fully baked yet. They keep reworking the music and the choreo and have to concentrate a lot right now. The lifts and some other moves seem very careful right now.

As to the story, this is my best guess. She meets up with the guy from the Blondie dance and he woos her with some Elvis charm, but something is off - the voice doesn't sound right and she becomes suspicious. Eventually he reveals himself to be charming, but evil. Since her daddy was crazy, she goes along for the ride and finishes her walk on the wild side.

there's a lot of that this season...

I'm guessing for the ice dancers it's an attempt to make sure judges will not invalidate their choreo elements due to not coming close enough to the boards.... Some people had to make that unfortunate experience last season
