As long as they finish the Free Dance. They can be 20th and Czechia will have 2 spots.
If Mrazeks drop down, Taschlers (currently set for 13th place) will move up to 12th. Everybody from 16 to 20th will get 16 points in the spots assignments procedures. So 12+16= the magic 28.

I keep thinking that one team has to be 12, which is the usual. But of course 13+14 or 13+15 will also work! That covers case where Marazeks go down but Taschlers don't go up.
