Do royalties have to be paid on songs used in skating competitions? Because, if they do, Lara Fabian must be raking it in this season!

Usually the OC has to pay royalties, it´s similar to you hosting a concert for public. Most countries have a company that is responsible for the music reproduction and performing rights. In Germany its GEMA, at US several like AFM / ASCAP, BMI.
In China however, this might be different.
