Hypothetically, can Courtney still qualify for the Olympics if she's competing internationally as a junior?
I think the answer is Yes.
To field the most competitive team, U.S. Figure Skating’s ICMS [International Committee Management Subcommittee] will take into consideration the performances and results from the events outlined below to determine athletes who will have the most performance impact at the 2014 Olympic Winter Games. The ICMS, and the International Committee’s approval process of the ICMS’ recommendations, will take into consideration placement, performance (to include performance data derived from the athlete’s detailed result sheets from the competitions listed below – see Attachment D) and the competitive field at the following events in priority order:
The names of the athletes/teams placing 1st, 2nd, 3rd, 4th and 5th in the Championship events at the 2014 U.S. Figure Skating Championships will be placed into the pool of athletes/teams being considered for the 2014 Olympic Team. Consideration will be given to add additional athletes/teams to the pool by reviewing the events above in a priority order and adding other athletes/teams due to extenuating circumstances as approved by the ICMS. Discussion on, and the selection of the pool of athletes identified by the ICMS, will be limited to the competitions listed above in priority order.
