They don't have to. It's only 2 points less on TES than Bychenko. And he has the SP advantage, whole 8 points.

To be honest I think at least part of it is that he comes across as more likeable than Kovtun. Probably should not matter but.. it kind of does. He also has those rosy cheeks.
