Most of the top 24 in the combined SB list 20/21 and the WS list got 2 spots. Here are the exceptions.

Only got 1 spot but is in the top 24 in the WS list:
Sofia Samodurova (SB 37 WS 11) This might be the spot that RusFed traded away at NHK.
Alexia Paganini (SB 30 WS 18)
Eva Lotta Kiibus (SB 42 WS 20)
Starr Andrews (SB 48 WS 22)
Elisabet Tursynbaeva (no SB WS 23)
Nicole Schott (SB 43 WS 24)

Got 1 spot but is not in the top 24 in any list:
Maiia Khromykh (SB 26 WS 67)
Seoyeong Wi (SB 28 WS 47)
Rino Matsuike (SB 29 WS 153)
Yuhana Yokoi (SB 32 WS 26)
Amber Glenn (SB 33 WS 30)
Madeline Schizas (SB 40 WS 85)
Mai Mihara (no SB WS 40)

No spots but are in the top 40 in the SB list (higher than Schizas):
Anastasia Tarakanova 27
Viktoria Safonova 31 (it's strange that Viktoria didn't get a spot when lower ranked girls did)
Mako Yamashita 35
Anna Frolova 36
Yeonjeong Park 38
Elizaveta Nugumanova 39

Olga Mikutina (SB 25) and Ekaterina Ryabova (SB 34) were in the top 12 at Worlds so they were both guaranteed two spots.

Evgenia Medvedeva (SB 8), Alina Zagitova (SB 11) and Viktoria Vasilieva (SB 24) didn't get any spots for other reasons.

Some people seem to think that Medvedeva might get the host spot at Rostelecom, but I see that as very unlikely. She had two spots if she wanted them, so for me that indicates that she/RusFed have decided to not compete in the GP this year. Which also means that if she wants to compete at Nationals she needs to go through the Russian Cup stages.

Is Elizabet actually competing this year? What happens if she drops out? (Who might take her place?)

No she got her spot because she is still 23rd on the WS list because of her Worlds Silver in 2019. The WS list this year is different as last season "didn't exist". So all the results from 2019 still stands and that is also why Samodurova (with her European win) is still ranked 11th on this list.

But I will be very very surprised if Tursynbaeva will compete. She will probably WD and someone from the Alternate List will get the spot. Perhaps Safonova??

I would normally agree with you but I think there could be bigger variances in placements/podiums this year. For example, Alena could come 2nd at IDF then come 5th at Skate Canada with only a mildly not perfect skate. A 2-5 would give you only 20 points while a 3-3 gets 22 points. I think that's what made Evgenia miss out in 19/20 season.

True, but I can see her as high as 2nd at both events if she lands a quad. Two third places probably wouldnt be enough unless Alysa or Rika got two third places as well, which is very possible.
I guess we'll see. Its a little too early to know what kind of shape skaters will show up in come October.

Yes I think it's very possible that Maiia can go through to the GPF. It could very well be an all Russian GPF and it might even be with the 6 Eteri girls.

But for that to happen all girls need to be at their best and ice is slippery and anything could happen.

Yes, I loved her 3F+3Lo combos. We don't see them that often.

I wonder though of she has to sit out this year because of all these changing nationalites rules that I never seem to remember.

I think sitting out only kicks in if she's competed internationally though, based on her ISU page she's not competed internationally since 2017, she did however compete at Nationals in 2019-2020 season, but finished 16th.

189? What list are you taking this from? Nugumanova is 146 in the list I am looking at at ISU.
 
Obviously they won't give the host spot to Medvedeva? Or if they do they'd be complete idiots and the spot would go wasted.
By all logic it should go to Maya who is still an active skater to begin with, could actually very well make the final with those placements and is at least on the list of olympic hopefuls, even if not on the top of it.

Yes, but she is not so far off on the SB list. But still she got Tarakanova, Frolova and Samodurova higher than her. If there is injuries though (God forbid!) she might have a tiny shot as a replacement.
