she can't. in junior you have a mandatory single jump and a mandatory axel jump, so if you miss your combo you're basically screwed

Yeah that's cruel rule for juniors.
I agree with prescribed jump, so juniors are forced to learn also more difficult types of jumps. But I would change the rule that prescribed jump can also be performed in combo.
