Korean has /ts/ in ㅊ, fun fact is that since Korean doesn't have /tʃ/ (English 'ch') we use ㅊ to represent that one too and Korean monolinguals can't tell the two apart. So a Korean could say Litvintsev perfectly but Ciao would come out as 'tsiao'.

I have a wider phoneme inventory as a bilingual speaker, but even with languages I don't speak I try to get as close as I can. It's a matter of effort if you ask me. Also, a lot of times names sound wrong because of wrong stress, and that is easily fixed. Again, it's a matter of effort.
