Are all rinks in North America NHL-sized?

There are Olympic size rinks, like the one in Calgary that Canadian Nationals and Junior Worlds was held in.

The ISU knew what size the rink would be. The ISU awarded the World Championships to Montreal.

I think almost every rink in NA would be NHL, it is the only sustainable reason for an ice rink. (ETA: except for what @saine has said) So if that's the excuse, take it up with the ISU.
