Yes it is!

It's run by the European Olympic Committees.

I often describe the figure skating at the EYOF as "the Junior version of Europeans, but held within a multi-sport event".

And it's included in the Junior ISU Championships Skate Pics.

If all that doesn't make it a Major, I don't know what does!
