They are. Lots of level 2 step sequence. Not generous.

The tech panel is being very strict on the levels. Lots of StSq2 that might be called as StSq3 in other events (and StSq3 instead of StSq4), lots of L2 and L3 on spins. Even if judges give the GOE they'd usually give, that's going to naturally keep the scores down.
